Tipping at restaurants

Growing up, I was told 15% is the norm for tipping at restaurants. But now it seems that is low and even got asked by a server why I tipped so low at a restaurant.
I was told 18% and 20% are the norms, but that kinda seems high especially with cost of food rising.
Also, am I supposed to calcuate the tip before or after tax? I hear both sides and obviously I wanna go with before tax, but what is the proper way?
I'm so frustrated with the tipping culture...

Tip is a tip. It is not part of your food price.
In company manual, 15% is a suggession of restaurant tip.
That means 15% is enough.

You were supposed to calcuate the tip after tax. However, it is not mandatory to tip 18% or more.
Mostly I do 15-18% these days.
